Lettera Fivi alla ministra dell'agricoltura Teresa Bellanova

The Independent Winegrowers ask the Ministry to intervene immediately with measures to protect the work. Extension of deadlines and payments requested.

FIVI, Federazione Italiana Vignaioli Indipendenti (Italian Federation of Independent Winegrowers), has written to the Minister Teresa Bellanova asking that, in the face of the situation linked to the COVID-19 emergency, the Ministry intervene with a series of measures to help companies in difficulty.
 
FIVI emphasizes that a series of obligations that are expiring now, but also in the coming months, will be difficult to meet. This is due both to the difficulties of travelling and finding staff to work in the countryside, and to the fact that many offices are closed or working short hours. There is also the objective economic difficulty that companies will have to face in the coming months.
 
"The delicate moment we are living through - underlines Matilde Poggi, President of FIVI - requires an immediate and strong response from the Government. We, the winegrowers, will be committed as always, even more so if possible, to do our part, but we need all the flexibility and sensitivity that the situation requires from the institutions".
 
The requests of FIVI to the Ministry are different and varied and touch on the fiscal, salary and work areas. In fact, there is strong concern also for the workforce, which is fundamental, especially during the grape harvest, and which is expected to be difficult to find due to the limited possibilities for people to move around. FIVI in this case calls for a management simplification of vouchers in agriculture.
 
The requests in brief:
 
1. Extension by 12 months of the expiry of permits for new plants and poor replantings in 2020.
2. Extension by 12 months for the reporting deadlines of the wine CMO measure, RDPs and vineyard conversion and restructuring plans.
3. Cancellation of penalties for companies that have failed to conclude and report on promotion CMO projects.
4. Suspension of payments of agricultural social security contributions for 12 months together with payments of taxes, INPS and Enpaia for farm employees.
5. Granting of management loans or long-term bank loans with cancellation of the interest rate.
6. Cancellation of the reintroduction of the IMU tax on instrumental farm buildings.
7. Increase of the limit of bottles that can be purchased by private individuals within the EU and possibility to sell directly to private individuals in Europe without passing through a tax deposit.
8. Facilitated taxation for the Horeca sector for the purchase of Italian wine.
9. Deferment of VAT payment when the invoice is collected.
